ABOUT JACK McCARTY

A Dedicated Leader with Deep Roots in North Richland Hills

Born, raised and educated in North Richland Hills, Jack McCarty has deep and extensive roots in our city where he has a long record of community service.

He is a 1980 graduate of Richland High School in the Birdville Independent School District (BISD). In 1984, Jack earned his BBA degree from TCU in Accounting, and in 1997 earned his MBA degree from SMU. A certified public accountant, he has a successful record in business and has served in numerous leadership roles. Jack is a member of the Texas Society of Certified Public Accountants (TSCPA).

Jack married his wife Dana in 1986. They are the proud parents of two grown daughters, Rebecca and Sara, both graduates of Birdville High School.  Both daughters reside in North Richland Hills with their spouses Nathan and Jake, respectively, and they each have one son. 

In 1989, Jack began a career with UnitedHealthcare and their acquired companies. During his tenure, he held numerous roles with various company entities, including President, Chief Information Officer, Chief Executive Officer, and Chief Operating Officer for a $1.1 billion division of the company.  He was also mayor of a multi-division building at UnitedHealthcare. 

Grounded in Faith

Jack and Dana are active members at Cross Church NRH (formerly North Richland Hills Baptist Church), where they’ve attended for 20 years and where Jack serves as a deacon and has served as head of the church’s personnel and finance committees. He has taught Bible classes to middle and high schoolers for more than 30 years and has participated in numerous mission trips.  One of Jack’s greatest honors was leading a weekly Bible study at UnitedHealthcare for up to 100 employees over a nine year period.

Serving on the Birdville ISD School Board

Drawn to public service and seeking to utilize his financial skills to support local schools, in 2011 Jack ran to serve as a Trustee on the Birdville ISD.  He was reelected in 2012, 2015 and 2018, and served as BISD Board President for two years during his three terms.  

In 2011, an independent firm that measures school performance ranked Birdville ISD 77th among the 200 largest school districts in Texas in terms of money spent versus academic results achieved.  By 2014, BISD had improved to 3rd out of those 200. During McCarty’s tenure, BISD passed bond programs to improve school safety and security for students. Jack led the BISD board to purchase property for the current location of the Birdville Agriculture Science Center.  In a significant legal victory for religious liberty, Jack and the BISD board fought and won the right to open school board meetings with a prayer.  American Humanist Association vs McCarty was a precedent setting case in the U.S. Court of Appeals for the Fifth Circuit. 

 

Giving Back to the Community

The McCartys have made it a priority to give back to the community they love. In addition to their work on behalf of local schools, Jack and Dana launched Ag Backers, a non-profit fundraising organization, to support local Birdville FFA kids that participate at the Tarrant County Junior Livestock Show with their livestock and non-livestock projects. In 2016, Richland High School presented Jack with its “Alumni of the Year” award. Jack currently serves as a volunteer appointee on the NRH Parks and Recreation Committee. Jack and Dana received the “FFA Lifetime Supporter Award” from the Birdville Center of Technology and Advanced Learning. Jack is a previous board member of both the Richland Hills Riding Club and the Keller Saddle Club, and has volunteered for the Fort Worth Stock Show and Rodeo.
